"To be fair, APACS claims that without the move to chips, card fraud losses were expected to top £800 million in 2005. They also say that fraudsters using counterfeit cards carrying only magnetic stripes may not experience success now at chip-enabled terminals and ATMs, which recognize that UK cards without chips are counterfeit."
